Sub: - Request for immediate filling up of Vacant Posts in the cadre of PACO &MTS in Circle
           Administrative offices, i.e. in the office of the Chief Postmaster Generals & Postmaster
           Generals

Respected Madam,

                        This has the reference to this union’s letters of even no. dated 1.05.2013, 8.07.2013 and 25.10.2013 addressed to your kindself. Even after almost seventeen months ,no advertisement for filling up of the posts of PACOs has been issued in different circles.

                        Circles have been suffering from huge shortage of staff due to non recruitment for years together and many more vacancies have been created due to retirements and deaths etc. Huge retirements are forthcoming at the close of 2013- only a month after and in 2014 and 2015, the problem would be aggravated in different months in different circles ,causing an alarming situation.

                        Revised pattern/procedure, scheme and syllabus for the posts of Postal Assistants in Post Offices, Postal Assistants in Returned Letter Offices, Postal Assistants in Mail Motor Services, Postal Assistant in Foreign Post organization, Sorting Assistant in Railway Mail Services and even advertisements of Postal Assistant in SBCO had been declared long back and examinations were conducted and very recently results have been declared and even allotments have been done for thousands of posts, only the Advertisements and Examinations for Postal Assistants in Circle Office /Regional Office have been lying pending for 17 months.

                        It is an embarrassing position for all of us i.e. for the staff of Circle/Regional administrative offices. That madam ,we are suffering badly in spite of our repeated attempts to settle the matter since November, 2012.

                        We feel that you are exerting your all out efforts to settle our problems.

                        Therefore, with full trust and confidence on you we are requesting you for filling up of the vacant posts of PACOs in Circle Administrative Offices including Regional Offices, numbering more than four hundred (400) posts with the existing/ old Recruitment Rules as early as possible till the finalization of new recruitment rules to rescue us from the suffering and uncertainties and for smooth functioning of Circle Administrative offices.

Subject : Abnormal delay in filling up of vacant posts of HSG-I.

Respected Madam,
              
              This is regarding the sorrowful plights of the staff of Circle Administrative Offices,i.e. who have been working in the offices of the CPMGs, PMGs & in the office of the Director,Postal Life Insurance and facing an identity crisis.
              In many circles number of HSG-I and HSG-II posts, although inadequate, even then, those are not being filled up and allowed to remain vacant on one pretext or other. As a result eligible officials are being deprived of getting promotion against HSG-I posts & in some circles, number of HSG-II & HSG-I posts being diverted from the circle offices to the Postal & RMS divisions creating sufferings of the staff of the Circle Administrative Offices.
               In the Circle Administrative Offices(CO/RO) for long HSG-I promotions were not granted to the eligible officials giving the reasons that the HSG-I Recruitment Rules are yet to be framed & that is why many senior promote officials were deprived and even some retired without getting the Grade Pay of Rs.4600/-
              Even after the Directorate issued orders for filling up vacancies in Higher Selection Grade-I in Post Offices and Railway Mail Services through its letter No.04-44/2012/SPB.II dtd.18.04.2013 and the existing order for filling up HSG-I posts in Circle Administrative Offices prevailing since long, the posts of HSG-I in Circle Administrative Offices  were kept unfilled and may circles were taking the plea that HSG-I posts in Post Offices and RMS Offices only, are to be filled up, whereas another clarification from the Postal Dte. vide its No.04-20/2013-SPB-II.dtd.25th June’2013 categorically mentioned that “Directorate had never issued any instructions to the Circle that DPC meeting should not be held for filling up of HSG-I posts in SBCO and CO as per the provisions of existing Recruitment Rules of these cadres. The onus, therefore, lies on the Circles to hold DPC meetings  regularly to fill up the posts in SBCO and CO as per the provisions contained in the existing Recruitment Rules”. But the sufferers are the seniormost staff of Circle Offices who retired without getting promotion to HSG-I and even deprived forever from getting higher rate of pension for the rest of the life for the unawareness of the ruling position. Due to non-holding of DPC for LSG-HSG-II posts many officials would be debarred from getting eligibility criteria fulfilled.                  
              It is, therefore, requested to look into the matter and cause instructions to the Circle Heads to convene DPCs from amongst eligible HSG-II Officials for HSG-I posts in Circle Administrative Offices so that eligible officials of C.Os/R.Os are awarded their due promotions with immediate effect and thus resentments of the staff of Cos/ROs are properly addressed.
              A early action is earnestly requested.

Subject: Unusual delay in holding DPC against vacant posts of LSG/HSG-II&HSG-I-Case of Circle Administrative Offices.

Respected Madam,

                This is for your kind information and necessary action that a good number of posts of LSG/HSG-II & HSG-I have been lying vacant in different Circles for the last 3 years and inspite of repeated persuasions, no effective measures are being taken.

                 In different circles different pleas are being taken. Sometimes it is said that the CRs are not complete. Sometimes dearth of third member and sometimes whims and fancies of the officer.

                 In many circles, the regular DPC to LSG is not being convened. Many LSG posts are being kept vacant, resultantly causing a shortage in PA cadre due to their officiating as LSG.

                 Further, the delay caused non-filling of HSG-II posts due to inadequacies in the eligible candidates in LSG cadre. In many circles, DPC for the HSG-II posts has not been convened and many of the HSG-II posts could not be filled up on a regular basis due to the officiating of the incumbents in the vacant HSG-I posts.

                  It is, therefore, requested that a general order should be issued to all Circle heads that all the posts of LSG, HSG-II and HSG-I in circle Administrative Offices should immediately be filled up at regular measure, so that the vacancies in PA, means, basic cadre in Cos & ROs can be projected and also be filled up immediately at a regular measure.

                   Therefore, an intervention may kindly be done for the Circle Administrative Offices to rescue the staff from the sufferings and agonies.

Sub: Appeal for conversion of circle Administrative offices as Central Processing Centres.

Respected Madam,
                                    This has the reference to this union’s letter of even no. dtd. 20.08.2013 wherein we had furnished a detailed note for your kind perusal.  Although almost 3 months are going to be elapsed, we have not been favoured with your kind and esteemed opinion.  Not only that, many circles are facing problems of multiple complexities causing serious concern for the PLI/RPLI business.  The staff of Circles are worried not for them only, but also for the future prospects of PLI/RPLI.
                                    We know that you had taken strenuous efforts for conducting an important meeting at the Postal Life Insurance Directorate with the Directors of Postal Services (Head Quarters) and definitely you have taken an overall opinion on this issue.
                                    In the Circle Levels also, people have discussed over the issues and even suggested some measures clearly depicting an alternative model.
                                    As per orders of PLI Dte., each HO will have the below mentioned composition.
                                    1.         Postal Assistants                                             Two
                                    2.         System Administrator                                     One
                                    3.         Multi-Tasking Staff                                        One
  
Apart from the staffing pattern, the following infrastructure would also be-required.
                                    1.         LAN Cabling
                                    2.         One Router
                                    3.         BSNL/Sify-Network
                                    4.         Accommodation for the CPC
                                    5.         Additional accommodation for PLI/RPLI Records
                                    6.         Additional furniture

In addition to above the Head post Offices will have to have facilities of drawing account with any lead Bank Like SBI/SBM and with functions of paying and receiving money to/from the Insurant.
                                    The alternate model which we have thought, is as follows;-
                                    1.         All CPCs in the City Head Post Offices can be located at Circle Office PLI Section on the virtual offices pattern.
                                    2.         This will have advantage of providing services to the insurants under one roof.
                                    3.         Instead of having hundreds & hundreds of Postal Assistants & Administrators throughout the country, we may require lesser numbers of Postal Assistants/System Administrators.
                                    4.         We may require lesser numbers of Multi Tasking Staff.
                                    5.         The existing LAN facilities at C.O, PLI can be utilized.
                                    6.         Only few routers at Cos, PLI of different circles may be enough.
                                    7.         The expertise knowledge of Circle Office staff, can be put to optimum utilization.
                                    8.         The DDMs and ADMs will be available in the same location.
                                    9.         The AAO who play an important role, will be available in Cos/ROs only.  Thus, their guidance and authority will be available.
                                    10.       Circle Office, PLI branch which has a separate reasonable establishment of staff carved out of Circle Office Pool, Customer Care Centre & Supervisors, System Manager, AAO and DDM/ADM who are full time specialists available with dedicated telephone lines to serve our valued Insurants Customers, cannot be matched compared with Divisions.
                       
  So, if centralized on the above lines, the services will be nearer to the insurants in real sense.  There will be savings in expenditure in many which may be mentioned below:-

                                    1.         Fewer/Lesser system Administrators
                                    2.         Fewer/Lesser no of Postal Assistants & MTS
                                    3.         No additional infrastructure
                                    4.         Existing accommodation may be utilized
                                    5.         Existing furniture can be utilized
                                    6.         Training of Head Post Offices & Divisional offices staff.
                                    But what is happening in the Circles, are not good.  There is abnormal delay in acceptance of proposals in city Divisions after decentralization of PLI work of city Divisions.

                                    In the name of CPC, in many Circles, the local Administration without analyzing the nature of work, without practical knowledge, are sending the files of Circle Offices to the Divisions.  This is hampering the day to day work in the PLI sections of Circle Offices, as the policy holders who come and approach the Circle Offices for services like Loan, surrender and Maturity etc., are not getting the immediate services, as the PLI/RPLI case files have already been sent to the Divisions, the insurants are being put to hardship.
                                    When the officials working in PLI branch, are still receiving claim papers for surrender, Maturity etc. for which the files are not being traceable for repeated changes in procedural patterns due to fluctuating decisions at the apex level of the PLI Directorate.  As a result, the insurants are suffering badly and business is also being badly hampered in these days of competitive environment in Insurance Sector.
                                    Madam, we therefore request you to roll back to centralization of PLI work of City Divisions in Circle and regional Offices as early as possible.  All the 22 Circle Offices and 37 ROs as well as the DPLI offices, Kolkata, totaling 60 more offices, at least need to be converted as “CENTRAL PROCESSING CENTRES” for steady growth of PLI business.  An immediate decision is the crying need of the hour, tomorrow may be too late, Madam.
                             
  We assure you that by that way only, the best of the services, will be possible to be given to all of our valued customers and delay can also be averted.
