Sub: Submission of
resolutions adopted in the Central Working Committee Meeting held at Ranchi
during the period from 23-09-13 to 24-09-13.
Respected Madam,
The Central Working Committee Meeting of this union held at
Ranchi(Jharkhand) during the period from 23-09-13 to 24-09-13 had a threadbare
analytical discussion over different issues of the department and this union in
the context of the present scenario.
The Central Working
Committee Meeting held at Ranchi
observed with serious concern that some
of the glaring issues need immediate action with top-most priority and
decided to bring those issues for your kind notice and intervention.
Accordingly, those resolutions which reflect the sentiments,
aspirations and the demands of the employees of Circle Administrative offices
are enclosed for your kind perusal and intervention so that justice is done for
the staff of Circle Administrative offices. Resolutions on various issues like
:
1.
Demanding
centralisation of PLI and RPLI works and urging for no decentralisation of PLI
and RPLI works.
2.
Alarming
situation regarding the staff strength of circle and regional offices.
3.
Against
curtailment of staff strength of the century old office of the Director Postal
Life Insurance , Kolkata.
are forwarded for your kind perusal and
necessary action.
The Resolutions alongwith the letter addressed to The
Secretary, Department of Posts, were forwarded through this union’s letter of
even no. dated 07.10.13, are being sent again for your kind perusal.

RESOLUTION
NO.1
1.Demanding centralisation of PLI and
RPLI works and urging for no decentralisation of PLI and RPLI works:
This Central Working
Committee meeting of the All India Postal Administrative Offices Employees
Union (Group-‘C’ & ‘D’) affiliated to NFPE held on and from 23-09-13 to
24-10-13 at Ranchi notes with grave concern that various works of CO/RO
relating to PLI & RPLI are being decentralised to the Division/Units time
and again. This meeting also expresses utter dissatisfaction regarding the unilateral
attitude of the Department for the following points.
Vast experiences of the
staff of Circle Offices relating to PLI & RPLI works are not being taken
into account before issuance of the orders in respect of decentralisation.
Before decentralisation
of works in connection with the acceptance of proposal and settlement of
claims, proper infrastructure and training arrangement have not been provided
to the Division/Units and as a result, delay is taking place for after-sales
services which is causing a lot harassment to the insurants.
The staff strength of
the Circle Offices/Regional Offices are being adversely affected.
Therefore, this CWC
meeting urges upon the authority to restrain from issuing such unilateral
orders which is causing adverse effect to the staff strength of Circle Offices,
Regional Offices and DPLI Office and demands immediate discussion regarding the
said PLI/RPLI matters with the NFPE and Administrative Union (CHQ).
This CWC meeting further
resolves that the copy of the Resolution would be sent to DG (Posts), Dak
Bhawan, New Delhi.

2. Alarming situation regarding the staff strength of
circle and regional offices:
This CWC meeting notes
with serious concern that inspite of repeated persuasions, a large number of
vacancies in PACO cadre are remaining unfilled due to non framing of new
recruitment rules for the PACO cadre causing untold sufferings and constraints
for the functioning of Circle Administrative offices including regions. In this
regard this CWC feels that in all other wings i.e. PA/SA/PASBCO examination
have long been taken even results have been declared whereas we are still suffering.
Therefore, this CWC
meeting urges upon the authority to initiate immediate action for filling up of
the vacancies in the PACO cadre on priority basis to mitigate the sufferings of
the people working in Circle Administrative offices.
This CWC meeting further
resolves that the copy of the Resolution would be sent to DG (Posts), Dak
Bhawan, New Delhi.

3. Against curtailment of staff strength of the century
old office of the Director Postal Life Insurance , Kolkata :
This CWC meeting note
with a serious concern that in the name of all out modernisation of the
PLI/RPLI works, a continuous process for effecting huge curtailment of staff
strength in the century old Director, PLI, Kolkata office is going on, which
has been very much detrimental to the interest of the staff of the said office.
Therefore, this CWC
meeting urges upon the authority to restrain from issuing such unilateral
orders which is causing adverse effect to the staff strength of Circle Offices,
Regional Offices and DPLI Office and demands immediate discussion regarding the
said PLI/RPLI matters with the NFPE and Administrative Union (CHQ).
This CWC meeting further
