Sub: Irregular transfer of Circle Office Staff for
work in operative office-Case of
Karnatka Circle.
Respected Madam,
It
is learnt that the Chief postmaster General, Karnataka Circle has ordered the
deputation of two Circle office staff to Kadugodi Extension Post office with
immediate effect in the name of pendency of work and to check public complaint
violating the provisions of the rules.
You
may be aware that the Circle office itself is facing acute shortage of Staff in
view of the changed working scenario. A lot of
monitoring works have developed in the C.O. in recent times. Moreover,
Circle Office has a separate identity for many many decades and also has a
separate set of recruitment rules, which have again been reaffirmed by the
Gazette Notification of 27th January,2014 containing PA recruitment
Rules for Circle Administrative offices, after almost 18 years of the previous
Recruitment Rules for Circle Administrative offices framed last in 1996.
Further, the administrative office staff are not having the working knowledge
for operative offices.
Our
representatives and CHQ President Mr. K.Ramchandram had discussed the matter
with the Chief Postmaster General, Mr. Ramanujan and requested him not to issue
such an order against the decades long reality and informed him of the
violation of rules in the event of issuance of that order. Notwithstanding the
fact, the Chief Postmaster General has ordered for deputation of two officials
(PACOs) from Circle Office and posted them to the Kadugodi Extension Post
Office.
In
this connection, it is relevant to
mention that many staff of postal divisions of Karnatka Circle are working in this Circle office on
deputation from divisions since long. If the Karnataka postal Administration
feels the necessity of man power for the operative work, the deputationists
working in Circle office may be sent back without disturbing the Circle office
staff. To send back the deputationists from divisions working in circle office,
to their parent divisions, was an agreed decision in the meeting with staff
side sometimes back.
It
is learnt that the chief postmaster General Karnataka Circle has written a
D.O.letter to the postal Directorate to permit him to depute PACO and new
recruits in the cadre of PACO for training in the operative offices which is also
against the recruitment rules for PACO.
Therefore,
you are earnestly requested to issue necessary direction to the chief
postmaster General to cancel such irregular order for the sake of good working
atmosphere and maintaining a cordial relation between the staff side and
official side to enable us all to work as ‘India Post’ team only at this
critical juncture of our Department taking all segments of work force- postal,
RMS, Administrative and others, into confidence for which act of your consideration,
we seek your kind intervention at the earliest.
