Respected Madam,

            I am writing the letter from sickbed.
            At the very outset, I express my sincerest gratitude to you for the posting of Director, PLI at Kolkata and for taking initiative for recruitment of PA, Circle Offices(PACO). All those issues were brought to your kind notice and you had responded with promptitude.
            Besides all those positive steps taken, some serious nature of problems have emerged in some of the Circles like Karnataka and Tamilnadu Circle which I would like to narrate below for your kind awareness and immediate intervention, Please.
KARNATAKA CIRCLE
            Letter given by the Circle Secretary to the Chief Postmaster General, Karnataka Circle , Bangalore vide No. AIPAOEU/5/2013 DT. 3.7.2013 , copy endorsed to me  i.e. General Secretary, is enclosed for your kind perusal , Please.  It appears from the context of the letter that the Circle Administration is exerting utmost pressure to send Circle Office files to the Divisions of Bangalore City.
            In this context I would like to invite your kind attention to the Item No. 7 under caption” Decentralization of PLI/RPLI “ of the minutes of the meeting taken by Secretary (Posts) , Postal Services Board with Postal Joint Council of Action on 10.1.2012 and 12.1.2012 in Dak Bhawan , circulated vide Dte’s No. 08/15/2011-SR  Dtd the 16th January,2012 which states inter-alia “ The request of the staff side to permit the Circle/Regional Office branch of PLI to accept , process and service the policies relating to
their Headquarter cities where they were located was accepted to “.Even in the JCM, Departmental Council Meeting of 28.12.2012 and again in the meeting of 21.5.2012 taken by the Secretary(Posts) with Postal Joint Council of Action, the same view was upheld.

            It is surprising that when the staff of Karnataka Circle cooperated dedicatedly and took initiative to send all the files to the Divisions other than Bangalore City , have now been feeling demoralized  due to sudden change in decisions by the Chief Postmaster General, Karnataka Circle.

TAMILNADU CIRCLE 
Circle Secretary, Tamilnadu Circle has lodged a complaint that “ the PLI related works which are being performed by Staff of C.O and R.Os in respect of the respective Headquarters Divisions , are being decentralized which is also in violation of the agreement as stated above.
            In view of the above, Madam, You are requested to kindly intervene and to uphold the flag of justice.

This is regarding Centralization of PLI work including processing and acceptance of proposals of city divisions at Circle office as per Directorate instructions vide Directorate ‘s instructions vide letter no 29-12/2001-LI (Vol-II) dated 2/4/2012.
Centralization of PLI work of City divisions situated at Circle office /regional office are going on very smoothly all over INDIA, particularly in neighboring Circles like Andhra Pradesh ,Tamilnadu etc. Whereas in Bangalore though it was going on smoothly, processing and acceptance of proposals has been De-centralized with effect from 1/2/2013 . This is in contrary to Directorate’s instructions. Madam we once again request you to roll back and issue instructions for acceptance of proposals at CO in the interest of the Insurants.
Madam, in respect of Decentralization of divisions other than Bangalore City, we co-operated and took initiative to send all the files. However in divisions, they are yet to open the bags for want of infrastructure like accommodation , manpower etc.
Now we are getting pressure from the administration to send Circle office files to Divisions of Bangalore which is nothing but De-centralization of PLI work which is against the Directorate orders.
We would like to mention here that PLI Directorate/DG P&T have discussed with the Staff side at ALL India Level and agreed to Centralize the PLI work of city divisions in CO/RO in the interest of Insurants and to give service under one shelter.
Apart from this PLI works like, Surrender of policies, Payment of survival benefit, final payment in respect of AEA policies, Conversion of Policies, maturity payment above 5 lakhs, Death claims, acceptance of policies above 5 lakhs, acceptance of Child bearing policies , premium acceptance through EC’s etc., in respect of entire Karnataka Circle has to be done in Circle office only.
There are about 45 BMTC/KSRTC depots, many public sector organizations situated in different parts of the city their premium is recovered from their salaries and remitted through cheque. They are aware of only Chief Postmaster General’s office and they approach Circle office for settlement of claims etc. As such the files of these organizations have to be maintained centrally at Circle office in the interest of the insurant.
At the time of discussion, the administration opined that the files have to be sent to divisions for data verification / updation as there are no sufficient hands and systems available in PLI branch.
In this connection we would like to mention that eight officials deputed for marketing, 3 officials transferred to other sections of CO during rotational transfer in May 2013 and the officials deputed for segregation of files can be utilized for data updation work.
Regarding computers , a good number of computers are lying in EDP and technology branches and if these are utilized properly the data verification can be started right now.
In the name of segregation of Bangalore division files, the files which were serially numbered has gone haywire , causing disruption of work in surrender, loan, conversion etc branches causing mental agony to the staff as they will be facing insurants wrath, personally /over phone.
Madam, we therefore request you to roll back to Centralization of PLI work of City Divisons in Circle office as per the Dte iinstructions vide Dte letter no 29-12/2001-LI(vol-II) dated 2/4/2012 immediately.
We assure that the best of the services will continue to be given to all customers.
