A FLASH NEWS
DISCUSSIONS WITH THE SECRETARY , (DEPTT.
OF POSTS), took place on 02.08.13 on the memorandum submitted by Postal Joint
Council of Action (PJCA) on 01.04.13.
Secretary Generals of NFPE and FNPO
and Genral Secretaries of both the federations participated in the discussion.
Issues were mainly relating to :
1.
The Gramin Dak Sevaks.
2.
Immediate finalization of Cadre
restructuring.
3.
Revision of wages of casual
labourers and their absorption.
4.
Issues on the items finalised by the
postmen committee and also follow up action on certain items referred to work
study unit.
5.
Abnormal delay in notifying HSG-I
Rectt. Rules.
6.
Problems of System Administrators.
7.
MACP related issues.
8.
Filling up of vacant posts.
9.
Non settlement of agreed items placed
in the Departmental Council (JCM).
In respect of Postman related issues
discussions were held separately with MEMBER (P), CGM and other officers.
Regarding filling up of vacant posts
in circle administrative offices (in COs and ROs), the PJCA Secretary Generals
and General Secretaries of both the federations- NFPE and FNPO demanded
immediate filling up of vacancies and requested the Secretary (P) to expedite the
matter for settlement of huge shortage of staff in circle administrative
offices.
While discussing over non settlement
of agreed items placed in the departmental council (JCM), PJCA comprising of both the federations pointed out that although
“the request of the staff side to permit the circle/ regional office branch of
PLI to accept, process and service the policies relating to their Head Quarter
cities where they were located was accepted to by the postal services board in
its meeting with PJCA on 10.01.12 and 12.01.12 ” and circulated vide Dte. Order
no. 08/15/2011-SR dtd 16.01.12 and subsequently upheld by the postal board in a
meeting of 21.05.12 and even in another meeting of Departmental Council of JCM held on 28.12.12, is
being violated by the circles like Karnataka and Tamilnadu. The postal JCA
placed their arguments and appealed for giving access to the circle
administrative offices (COs and ROs and DPLI) for converting those offices as
Central Processing Centres. Secretary (P) gave a patient hearing and assured to
look into the matter and advised to consult Member (PLI) also. Subsequently,
General Secretary Administrative union and Sri U.S. Chakraborty, VP, CHQ met
Ms. Anjali Devasher, Member (PLI) and placed arguments for reconsideration of the
matter. She had given a patient hearing and assured to look into the matter
with an open mind.
Regarding casual labourers issues postal
JCA discussed threadbare and urged for favourable settlement of their issues
immediately.
Regarding Cadre Restructuring, Official Committee Report is expected to be published after a month as assured by Member (P).
Remaining items would be discussed
shortly with the concerned Members. Details would be published later on.
