Sub: Process to examine the recommendations made in report of the 7th CPC.

Respected Madam,
            In response to your kind communication regarding comments on the recommendations made by the 7th CPC, this organization expresses its great displeasure and offers the following views/observation on the 7th CPC recommendations.
1)     So far as the cadre of PA (CO/RO) is concerned, there are separate recruitment rules for the cadre notified vide Gazette Notification No. 43 dtd 27-01-2014 under G.S.R. 63 (E) wherein it has been mentioned that 75% of posts are for direct recruitment and rest 25% through a Limited Departmental Competitive Examination (LDCE), which makes this cadre distinctly different from the PA/SA cadre of the Department of Posts. In spite of the stated fact, there is no specific mention for the Postal Assistants (Circle and Regional offices) cadre in the 7th CPC recommendation, though we had submitted the Memorandum to the 7th CPC and offered oral evidence explaining our views in this regard with facts and figures. We are again enclosing a copy of a brief representation of facts in connection with 7th CPC memorandum submitted by us to the Honourable Chairman of the 7th CPC, which will speak for itself.
Department of Posts may therefore take this matter seriously and suggest to upgrade the pre-revised grade pay for PA (CO/RO) cadre from Rs 2400/- to Grade Pay Rs 4200/- i.e. corresponding to 7th CPC Pay Matrix Level from 4 to 6 and may also suggest enhancement of minimum educational qualification from existing 10+2 to Graduation level if needed in this context.
